Information and Referral Services (IRC Services)

Objective:
This contract position requires the coordinator to act as the primary and initial point of contact for the general public, court stakeholders and the PFMS service usually located in the Family Law Information Centre (FLIC) at each court location we offer services to.
The IRC is an important FLIC partner and serves the community with support services for the general public seeking information about family law matters, referrals to community resources, and for Applicants and Respondents to court proceedings.
Summary of Responsibilities
To act as the critical link between the public, court stakeholders and the onsite and offsite mediation services of PFMS.
The IRC is/has:
a) professional, empathetic at all times dealing with the public and court stakeholders;
b) experience working directly with individuals involved in family breakdown and child protection matters;
c) advanced communication, investigative, and interviewing and assessment skills;
d) knowledge of family dynamics, child development, and the emotional impact of separation on adults and children;
e) knowledge of the dynamics of intimate partner violence, coercive control, and the range of community resources available to address issues arising in families where there is abuse and/or power imbalances;
f) knowledge of the unique circumstances of Indigenous peoples, the different ways that Indigenous peoples are impacted by family law issues like divorce and child protection proceedings, and the community resources available to meet their unique circumstances;
g) knowledge of diversity, LGBTQI2S equality issues, and mental health issues;
h) knowledge of the justice system, court process, and court forms as they relate to individuals involved in family law disputes and the child protection system;
i) basic knowledge of the Child, Youth and Family Services Act, 2017 (Ontario); Family Law Act (Ontario); Children's
Law Reform Act (Ontario); Divorce Act (Canada); and Family Law Rules (Ontario)
j) knowledge of the various options for resolving family law disputes (including but not limited to mediation, arbitration and collaborative family law) and their relative advantages and disadvantages; and
k) detailed knowledge of a broad range of community resources relevant to individuals involved in family law disputes and in child protection matters.
Roles and Responsibilities: Included but not limited to:
• Provide information to clients on issues related to separation and divorce and child protection matters, alternative resolution and community resources;
• Use the screening questionnaire to complete and collect client information for mediation and other reasons;
• Assisting the mediator as needed;
• Provide clients with referrals to community or relevant services, education and information appropriate to clients within the family court system;
• Refer clients to MIP (Mandatory Information Programs);
• Maintain a current list of publications and audio-visual materials that should be available in the FLIC;
• Promote/raise awareness of the FLIC and mediation, obtain information about local services through regular involvement with PFMS outreach events and liaison with community agencies;
• Promote the use of mediation for cases that appear to be appropriate;
Maintain an up-to-date list of resources, programs and services that are available in the community to assist clients in the process of separation and divorce, and assisting clients to get access to these programs and resources;
• Facilitate and sometimes deliver Mandatory Information Program sessions;
• Reschedule Mandatory Information Program session dates for court clients;
• Refer clients to court staff or to advice lawyer for other services;
• Responsible for organizing and maintaining the FLIC and all resources within the FLIC and for the MIP; and,
• Collect data for Ministry statistics and/or research purposes;
• Attend IRC/mediation meetings and any other meetings that are deemed necessary;
• Comply with Ministry guidelines and requirements for training, adherence to codes of conduct, etc.
• Answering phone calls live at all times as much as possible;
• Community outreach, court mediation education and events, event planning assistance; • Ensure all necessary court documents are complete
• Comply with the PFMS HR Policy Handbook.

In no event shall the parties hereto, either jointly or separately, hold the Ministry liable for any special, direct, indirect, consequential, or incidental damages or any damages whatsoever, whether in an action of contract, negligence, or other tort, arising out of or in connection with, either directly or indirectly, the use of the Mediation Services.
